Andrea Moyano es abogada, con maestría en derecho regulatorio y de la competencia de la Universidad Libre de Berlín, Alemania. Tiene más de 12 años de experiencia en telecomunicaciones. Se desempeñó  como asesora legal y regulatoria para Telmex Colombia, en donde asesoro en el proceso de fusión y adquisición de compañías de cable para consolidar el operador más grande en materia de televisión por suscripción y banda ancha en Colombia. Posteriormente asesoro a la Asociación de Operadores de Televisión por Suscripción y Satelital. Trabajo en el equipo de Telecomunicaciones, Medios, Entretenimiento y Televisión de Brigard y Urrutia, y luego hizo parte del despacho del Ministro y la Viceministra General de TIC en Colombia. Desde allí lidero los procesos de renovación de las licencias de espectro móvil para los tres operadores incumbentes. Hoy hace parte del equipo de Consultoría y Servicios de Ingeniería de LStelcom en el Reino Unido, y desde allí ha participado en diversos proyectos, entre ellos, asesorado a la Comisión Europea en materia de asignación de espectro para 5G, a diversos reguladores Europeos y del Medio Oriente para la prospectiva en crecimiento de la demanda de espectro, y a diversas organizaciones privadas como GSMA, ESOA, Inmarsat, Sigfox y Digital UK. 

Andrea Moyano is a lawyer, with a master's degree in regulatory and competition law from the Free University of Berlin, Germany. He has more than 12 years of experience in telecommunications. He served as legal and regulatory advisor for Telmex Colombia, where he advised in the process of merging and acquiring  cable companies to consolidate the largest operator in terms of subscription television and broadband in Colombia. She worked as advisor of  the Association of Television Operators by Subscription and Satellite, and  in the Telecommunications, Media, Entertainment and Television team of Brigard & Urrutia, and later became adviser of the Ministry and the General Vice Minister of ICT in Colombia wher she lead the process of renewal of mobile spectrum licenses for the three incumbent operators.  Today he is part of the Consulting and Engineering Services team of LStelcom in the United Kingdom, and from there he has participated in several projects, including advising the European Commission on the allocation of spectrum for 5G, various European regulators and the Middle East for the prospective growth of spectrum demand, and various private organizations such as GSMA, ESOA, Inmarsat, Sigfox and Digital UK.
